Following numerous initiatives by the University Clinical Center Tuzla (UKC Tuzla) aimed at securing a sustainable solution for the financing of medical treatment for returnees, the institution was officially visited by Mehmed Memišević, Delegate of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, from Orašje (Posavina Canton).
During the meeting with the Director of the University Clinical Center Tuzla, Prof. Dr. Šekib Umihanić, Mr. Memišević was briefed on the challenges related to financing the treatment of returnees. This form of healthcare is currently funded through transfers from the budget of the Federation of Bosnia and Herzegovina, via the Federal Ministry of Health and the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina.
On this occasion, Director Umihanić presented official financial indicators related to the treatment of returnees.
In 2024, the contracted amount financed by the Government of the Federation of Bosnia and Herzegovina, through the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina, totaled 1,550,000.00 KM. During the same year, the University Clinical Center Tuzla provided health services to returnees valued at 1,957,532.68 KM, and administered cytostatics worth an additional 356,903.00 KM, bringing the total to 2,314,435.68 KM. Consequently, an excess of 764,435.68 KM was recorded for 2024.
For 2025, the contracted amount financed by the Government of the Federation of Bosnia and Herzegovina is 1,755,000.00 KM. In the period from January 1 to September 30, 2025, UKC Tuzla provided health services to returnees worth 1,677,993.50 KM, along with cytostatics worth 242,035.79 KM, amounting to a total of 1,919,929.29 KM. As of September 30, 2025, this represents an excess of 164,929.29 KM.
“Following the situation regarding the financing of health services for the returnee population and the challenges faced by the University Clinical Center Tuzla due to insufficient allocated funds to cover actual costs, I decided to visit and speak with the Director of the University Clinical Center Tuzla, Prof. Dr. Šekib Umihanić. As a delegate of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, I am ready to personally advocate at parliamentary sessions to highlight these issues and help find an adequate and sustainable solution,” said Mr. Memišević.
Director Umihanić expressed his gratitude for the visit and emphasized that the University Clinical Center Tuzla has never ceased to provide health services to returnees. He underlined that, despite numerous challenges, the institution remains committed to continuing this support, but stressed the importance of ensuring stable and predictable funding to enable uninterrupted provision of healthcare services.
