The University Clinical Center Tuzla (UKC Tuzla) and the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina have signed an Agreement on the provision of health services financed by the Solidarity Fund of the Federation of Bosnia and Herzegovina for 2026. Under this agreement, 1,805,000 convertible marks (KM) have been allocated for the treatment of returnees.<\/p>\n
According to Emir Kikanovi\u0107, B.Ec., Acting Assistant Director for Economic and Financial Affairs at UKC Tuzla, health services worth approximately 1,400,000 KM were provided to returnees in the first six months of 2026 alone-\u00a0 around 77 percent of the contracted amount. At this rate, the allocated funds are expected to be fully spent by the end of August 2026.<\/p>\n
“To maintain continuity in providing health services to returnees through the end of the year, we need to secure approximately one million KM in additional funding. We have therefore contacted the Government of the Federation of Bosnia and Herzegovina, the Federal Ministry of Health, the Federal Ministry of Displaced Persons and Refugees, the Ministry of Health of Tuzla Canton, and the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina, informing them of the funding shortfall for the treatment of returnees. To date, we have not received a response from any of these institutions,” said Kikanovi\u0107.<\/p>\n
UKC Tuzla faced a shortfall in funding for the treatment of returnees in both 2024 and 2025. During that period, the responsible institutions failed to reach a systemic solution, instead passing responsibility back and forth. The cost of health services provided to returnees exceeded the contracted amount by roughly 600,000 KM in 2024 and by roughly 800,000 KM in 2025, with UKC Tuzla covering the full difference from its own funds on both occasions.<\/p>\n
Prof. Dr. \u0160ekib Umihani\u0107, Director of UKC Tuzla, emphasized that providing health care to returnees is not only a legal obligation but also a moral responsibility toward people who have returned to their homes after years in exile. He warned that a continued lack of funding could have serious consequences for the health care of this particularly vulnerable population.<\/p>\n
“UKC Tuzla will continue providing health services to returnees regardless of the challenges we face.
